The PEPR NumEco Governance Project is called Astrolabe. Just like the navigational instrument used since ancient times to determine one’s location and obtain information about time, this governance structure aims to steer, support, coordinate, and disseminate the scientific activities carried out within the PEPR NumEco. The governance structure consists of five internal committees and one external committee. This governance will rely on all stakeholders and partners involved in the field of eco-responsibility and engaged in the implementation of this PEPR.

PC1: Assess-Impact

The PC1 is called Assess-Impact: “Understanding, measuring, estimating, and characterizing direct and indirect impacts of digital systems and services - Life-Cycle and Systemic effects”.

While research over the past 20 years has led to increasingly energy-efficient digital technologies (from microchips to software layers, including computing, data, and network infrastructure), it is clear that digital technology continues to consume more and more resources, contributing to the exceeding of planetary boundaries. In the Assess-Impact project, we want to examine the reasons behind this observation and propose methodological and practical solutions to fuel public debate on digital sufficiency. Our work will be conducted along three complementary axes.

PC2: Eco-design

The PC2 is called Eco-design: “Human-driven approaches for sustainable digital objects”.

The massive adoption of digital objects leads to a huge impact for the environment. Indeed, a simple object involves a physical infrastructure and the deployment of software services, which impact is largely unseen by the end-user. We miss a comprehensive understanding of the impact of digital objects, necessary to encourage responsible adoption of technologies. The Eco-design project focuses on the human ecosystems and aims at delivering appropriate methods and tools to promote the eco-design of sustainable digital technologies.

PC3: Eco-commons

The PC3 is called Eco-commons: “Understanding, building and managing sustainable digital commons”.

The Eco-Commons priority project covers all commons related to digital technologies: digital commons (intangible, non-rival), digital equipment managed as a common and electric and electronic waste, considered as negative commons. The objective of the project is to assess the direct and indirect, positive and negative environmental impact of these commons.
The singularity of the project comes from the fact that a common—defined by a resource, a community and a governance model—must be studied via the interactions between the technologies and organizations that shape it. The project thus includes several collaborations with well-identified communities, including OpenStreetMap France and the French Collectif des Hébergeurs Alternatifs, Transparents, Ouverts, Neutres et Solidaires. It is also balanced in terms of disciplines, its members are half computer scientists, half from other disciplines (design, social sciences and humanities).

PC4: DOMEN

The PC4 is called DOMEN: “Data, Organizations, Markets for Digital Eco-responsibility”.

Digital eco-responsibility cannot be achieved without a major effort on the part of economic players: manufacturers, distributors, suppliers, consumers, and regulators. This project focuses on how these players are committing to digital eco-responsibility, with a primary focus on player strategies and their interactions at different levels: data, infrastructure, practices, and modes of regulation. Markets and business practices appear to be both a major lever and an obstacle to the transition. This project will seek to overcome this antagonism by combining approaches from the social sciences and humanities and digital sciences, based on cutting-edge research on various topics: the digital product passport, frugal cloud computing, data exchange systems, circular economy business models, CSR management tools, regulation of greenwashing, etc. The project will therefore examine the development of sustainable digital solutions for the various actors in the economy. Technological, social, and regulatory aspects will be systematically taken into account.

PC5: Pathways

The PC5 is called Pathways: “Resilient and sufficient digital systems within limits, constraints and tipping risks”.

The development of digital technology, whether in terms of technological advances or uses, has so far been based on strong growth. Resource constraints, planetary limits, and environmental challenges are now calling this growth into question. This project is dedicated to exploring what a world would look like if digital technology were to stagnate, or even decline, become intermittent, and unreliable. The aim here is not to design a more robust digital world, i.e., one capable of cop- ing with unforeseen events, but rather a resilient digital world and society, i.e., one capable of liv- ing with and overcoming even major, sudden, and unexpected failures.

The PEPR NumEco website is hosted on a Raspberry Pi 3 Model B+.

This choice may seem unusual at a time when many web services rely on large-scale infrastructures, but it reflects several objectives that are consistent with the spirit of the project.

First, the hardware was not purchased specifically to host this website. The Raspberry Pi devices were already available in the laboratory as part of a previous project. Rather than replacing them with new equipment, we chose to give them a second life.
